“Maximizing potential “– Mediation Conference in 1-2 December 2009, Pristina, Kosovo
   
Partners Kosova and CSSP will organize two days Mediation conference on 1-2 December 2009 in Pristina, Kosovo aiming to bring together the main stakeholders in the field of ADR to develop a strategy on how ADR services like mediation can support the efficiency of the justice system of Kosovo and reduce the case backlog that currently exists.

The activities foreseen during the two-day’s conference will allows stakeholders as well as citizens to formulate a strategy for the development of mediation and ADR services in Kosovo and its integration into the dispute resolution system aiming to: a).To develop a strategy for the Ministry of Justice for the integration of ADR services into the dispute resolution system in Kosovo, b) To make concrete recommendations to the Ministry of Justice on how to modify the legal framework to support the strategy c) To reach societal consensus regarding the possible applications for mediation and ADR services in Kosovo, d) To generate a body of knowledge on mediation and ADR specific to the conditions in Kosovo.

The first day of the conference focuses on triggering and facilitating discussions around
different aspects of mediation and other ADR services. During the first half of the day, a
panel of experts will give presentations that will spark the following discussion and questions & answers session. In the afternoon, the participants will divide into four working group to further explore specific topics. The topics of the working groups are foreseen to be as follows:

1. Legal challenges & possible solutions to the development of ADR in Kosovo
2. Building capacity and Certification in ADR and mediation
3. Possibilities for Community Mediation to support case resolution
4. The role of mediation and ADR services in resolving property disputes in Kosovo

At the end of the first day, the initial findings from the working groups will be shared.
Throughout the first day, a panel of rapporteurs will have observed and participated in the
discussions, collecting recurring themes, issues of concern, opportunities for progress, and recommendations.
During the morning session of the second day of the conference, the panel of rapporteurs
together with key stakeholders will compile the information from the previous day and draft the strategy. The drafting process is public and everyone is invited to give their input and make suggestions. In the afternoon, the strategy for the integration of ADR services will be finalized and presented to the Ministry of Justice and other relevant institutions.
